This is not true. A Second Negative Example From the Internet: Yellow Slip
The statement that only citizen residents in Cyprus can set up a Cyprus Limited structure is not correct. Foreigners without residence and a Yellow Slip in Cyprus can also set up such a company if it has sufficient substance. They do not need a utility bill, which serves as a registration certificate. Irrespective of this, most of our clients apply for the Yellow Slip as EU workers when they migrate. For this process, they only need to provide proof of payment of Social Security via the employment relationship in their limited company. This procedure does not require bank statements, proof of assets, or the Yellow Slip.
As a rule, Cyprus Limited is first founded in a town such as Paphos and then, with employment in the company, the Foreigners‘ Registration Office is visited (a Yellow Slip is not necessary for the company formation). We have already registered over 500 companies where none of the entrepreneurs had a Yellow Slip before. It seems the provider is simply trying to sell the acceleration of the procedure via the law firm.
What Are the Steps to Apply for a Yellow Slip in the Registry and Migration Department?
Applying for a Yellow Slip in Cyprus can be confusing for people unfamiliar with the procedure. Therefore, we will inform you about the different options and give you an overview of the methods available when emigrating.
Would you like to work as an employee in your own company, or do you already have the prospect of a permanent position after immigrating to Cyprus? If yes, you need a minimum salary of €1,000 for the Yellow Slip – unless you have family members dependent on this income. You will need the following documents:
Complete the MEU1 for EU citizens for the Yellow Slip in full, and don’t forget to include your employer’s details on page 4. Important: Your Cyprus employer must sign and stamp this page
Bring a valid passport or ID and a copy of it with you.
Bring a current confirmation from the Cypriot social security authorities. Please note that both the name of your employer and your salary must appear on the certificate. Before you appear at the Immigration Office for your yellow slip appointment, you must have paid your social security contributions 2 months in advance to do the social insurance registration.
If you are employed by your own company, you will need the company’s documents. In general, you will need a document like an annual income certificate. The amount depends on the number of family members.
Offices do not explicitly ask for these documents for the Yellow Slip, but we recommend that you bring them with you when you emigrate:
Private Rental agreement (original and copy)
Utility bill (original and copy)
The Cyprus government fees Application: For the first time or renewal of the Yellow Slip it is €20 for each family member. They are higher for Non-EU-Family members.
Yellow Slip holders can benefit from the social system as soon as the application process is taken care of.
Registering for the Yellow Slip as a European visitor is the most time-consuming and error-prone option. You will need these documents:
Valid passport or ID including copy
Marriage certificate including apostille, certified translation (EN or GR) and copy
Divorce decree or death certificate and certified translation (EN or GR) including copy of the yellow slip in Cyprus
Birth certificate of children including apostille, certified translation (EN or GR), and copy – for children whose father does not immigrate, sole custody or the father’s declaration of consent that the child may live in Cyprus must be officially proven. A translation for the Yellow (EN or GR) is also required.
School registration for each child
Rental or purchase contract for a property, including a copy (stamped and certified by a notary)
Confirmation of health insurance (private or Gesy). If this is not available, our lawyers can arrange so-called “Immigration Health Insurance” for €120 (gross/monthly).
Proof of income (pensions, rentals, other income) including translation (EN or GR)
Bank statements for the last six months from your German or Cypriot bank account. These must be signed and stamped by the bank.
If applicable, an Alien Card or an existing Yellow Slip
Would you like to work as a self-employed person on the island of Cyprus without setting up an LTD? Then you will need some patience when emigrating and the following documents for the Yellow Slip and successful residence:
Completed Yellow Slip application MEU1A
Valid passport or ID and a copy of it
Current confirmation from the Cypriot social security system, in which you are listed as self-employed and pay contributions
It is important to note that for the Yellow Slip, an advance payment of at least €700 of social security contributions for at least one quarter must be paid to the Immigration Office before the appointment. As a tax consultant, we also recommend that you bring a copy of your rental agreement with you to ensure that everything runs smoothly. With these documents, you can work legally and successfully as a self-employed person in Cyprus and, for example, set up an offshore company as an entrepreneur. The option of self-employment in Cyprus is the least favorable choice due to duties and taxes. From the first euro, you are subject to social security contributions (19.6 %, as of 2023) and income tax of 0 to 35 % is also payable. Cyprus‘ tax system is only interesting for German emigrants with non-dom status (+ 60-day rule) or entrepreneurs. If you are emigrating as a German citizen, you should inform yourself before your permanent stay. We are familiar with the Yellow Slip and will be happy to help you!
